Strictest Requirements of S-44 IHO Standard are Met

The international legal framework for hydrographic surveys has clear references to the recommendations and standards to be applied when performing hydrographic surveys. One of such standards of the International Hydrographic Organization (IHO) is publication S-44, whose sixth edition was published in 2020. Its expanded version takes into account both the technical capabilities of the modern hydrographic equipment and the up-to-date methods of hydrographic surveys, a new and stricter "exclusive procedure" for classification of this type of works.

One can find out in the article of the Deputy Head of the Department of Navigation and Hydrography of the State Hydrographic Service of Ukraine about this kind of standard and the reason for which the State Hydrographic Service of Ukraine must strictly adhere to it. The article subject matter also sets out whether the technical equipment of the authority meets the modern requirements of the IHO in terms of hydrographic surveys.

First Results of FLIRT Cetus Unmanned Aircraft Systems Use for the Needs of Updating Nautical and River Navigational Charts

Constant anthropogenic impact and active shifts of sand and silty soils by underwater currents, coastal erosion processes and other natural phenomena lead to changes in the coastline, navigational situation in general. Obtaining up-to-date information on such changes for prompt updating of available or compilation of new paper and electronic nautical charts and inland waterway charts, sailing directions requires a new approach to hydrographic operations. That is why the State Hydrographic Service of Ukraine has started to use FLIRT Cetus unmanned aircraft systems in its activities, which helps carry out aerial survey of coastal zones for timely detection of changes in the coastline of the navigable water bodies of Ukraine.

UAS application on the coastline of the Dnipro Reservoir, the first real results of topographic, geodetic and photogrammetric works with the help of the unmanned systems are discussed in the article written by a leading photogrammetrist of the SHSU Branch "Ukrmorcartographia".

Modernization of Lighthouses as Call of Times and Way to Increase Quality of Maritime Safety in Odesa Region

In the era of the development of new state-of-the-art technical means for tracking a vessel location in the sea, lighthouses still remain the main means for coastal navigation safety and will play an important role for navigation for a long time to come. For the State Hydrographic Service of Ukraine the priority task is to improve the quality of navigation and hydrographic support of shipping in the area of its responsibility, to improve the coastal means of navigation equipment.

Specialists of the lighthouse service of the State Hydrographic Service of Ukraine Odesa Branch tell about energy independence, autonomy, modernization and increase of reliability of lighthouses in this article.

"Problysk" Light Optical Devices: Experience in Production, Implementation and Operation

Reducing energy consumption along with increasing the functionality of light-optical equipment of aids to navigation (AtoN) has always been a priority for the State Hydrographic Service of Ukraine on the way to improving the quality of navigation and hydrographic support of shipping in the waters of Ukraine. The main component of the solution to this issue is AtoN equipping with modern LED-based light-optical devices. The State Hydrographic Service of Ukraine has created a light-optical device using its own resources, and this device is not inferior to its analogues in terms of reliability, efficiency and functionality.

The leading engineer of the SHSU Mykolaiv Branch Kherson section tells in detail about the universal light-optical device "Problysk" which not only meets modern requirements of power saving, but also can be used on various AtoN types.

AIS Equipment Modernization

Exactly 10 years have passed since the State Hydrographic Service of Ukraine began to build its own network of 16 base stations of the automatic identification system (AIS BS) at 15 navigation facilities for monitoring the surface situation in the Black Sea and the Sea of Azov. However, the service life of these stations has already reached the level when there is an increased risk of their failure, which may adversely affect the safety of navigation. Therefore, the State Hydrographic Service of Ukraine in 2020 took a number of measures to modernize the system of monitoring the navigation situation in the Black Sea and the Sea of Azov.

Integrated Approach to Providing Quality Navigational Information

The timeliness of prompt and uninterrupted informing of navigators depends on the development of NAVTEX coastal radio centers and their equiping with modern technical means. The Centre for Navigational and Hydrographic Information (CNHI) of the State Hydrographic Service, which has a comprehensive approach to the modernization of its own radio stations, is the organization which actively works in this direction in Ukraine.

The CNHI Head tells why radio transmitters "БРИГ-2" was replaced by ANIT-1000 on NAVTEX radio stations, about the advantages of new T-shaped antennas and why a Wi-Fi bridge was created between Berdianskyi Upper and Berdianskyi Lower lighthouses.

Restoring the Fleet under own Steam

Today the State Hydrographic Service of Ukraine pays much attention not only to the construction of new modern hydrographic vessels, but also to the proper care of the available "aged" specialized vessels belonging to the SHSU. The best confirmation in this regard is the work of the SHSU Dnipro Branch, which in 2020 repaired and modernized a number of vessels, improved the technological process of fault detection, inspected the Register of Shipping of Ukraine for compliance with certain types of repair works.

More details about the results of this inspection as well as whether the branch is ready to perform its tasks for navigation and hydrographic support of shipping on inland waterways of Ukraine in 2021 are regarded in the article written by the Head of the Fleet of the SHSU Dnipro Branch.

Analysis of Channel Deformations as One of Elements of Channel Process Studying

The State Hydrographic Service of Ukraine is responsible for studying channel processes within the inland waterways of Ukraine. It is necessary for optimal allocation of navigational equipment, designation of guaranteed dimensions of navigable passes and providing recommendations regarding dredging sites in accordance with the “Regulation on Navigation Support within Inland Waterways of Ukraine”.

The article provides the results of research led by specialists of the SHSU’s Dnipro Branch over the past two years with the aim of analyzing channel deformations of Procered Shoal from 2010 to 2019.

Magnetic Field Strength Measurement using a Magnetometer Geometrics G-882 SX

The main task of the SHSU Odesa Branch is to ensure the safety of navigation, in particular to survey the sea floor for various underwater objects that could be dangerous for a vessel. Geometrics G-882 SX is a highly efficient device with the widest range and sensitivity as evidenced by the results of studies of the Black Sea testing area.

This article includes the general information on magnetometer and its characteristics, as well as information on new zones of magnetic anomalies which were detected using Geometrics G-882 SX.

Hydrographic Research of the Sea of Azov

The Sea of Azov is the smallest sea in the world. It has a variety of specific features of hydrological character determined by different natural factors, the study of which is of great importance for quality of navigational and hydrographic support in this region. This responsible task is performed by the Hydrographic and Surveying Unit of AtoN Division of the SHSU’s Mykolaiv Branch.

Actual Navigational and Hydrographic Information as Our Professional Duty

Information support is one of the most important links in the shipping safety chain. Therefore, around-the-clock river dispatcher service was organized in 2017 on the basis of the Centre of Navigational and Hydrographic Information of the State Hydrographic Service of Ukraine with the purpose of operational provision of information for navigators about the state of the hydrological situation at water posts in Ukraine and six reservoirs of the Dnipro River.

Hydrographic Software as an Integral Part of Hydrographic Surveys

The State Hydrographic Service of Ukraine management is adamant that innovations in the sphere of hydrography as well as a regular renovation of tools and facilities for hydrographic works are the basis for a successful development of the SHSU. Therefore, all the SHSU hydrographic subdivisions use licensed specialized software to conduct hydrographic surveys of the sea waters and the inland waterways of Ukraine. Since 2002, the SHSU has invariably used HYPACK software, the most acceptable product for realizing the goals and objectives for navigational and hydrographic support of shipping.

Read more about this software, its wide range of tools and the expansion of the use of HYPACK software products, which fundamentally changed the SHSU capabilities, contributed to a qualitatively new level of hydrographic study of the sea and river waters of Ukraine.

S-63 Data Protection Scheme as an Uncompromising Fight Against Piracy

On the way to a high-quality and safe navigation on the Ukrainian waterways, the State Hydrographic Service of Ukraine fights against the unauthorized dissemination and use of navigational information. The SHSU recently received from the IHO Secretariat a permission to use the electronic nautical chart (ENC) data protection scheme in accordance with S-63 publication "IHO Data Protection Scheme".

The author of this article knows in detail about the principle of operation of the S-63 data protection scheme and the new ENC encryption services, which the SHSU branch “Ukrmorcartographia” has started to provide to the official ECDIS system users.

Mastering of FLIRT Cetus Unmanned Aerial Vehicles

In 2019, in order to improve the quality of navigational and hydrographic support on navigable sections of the inland waterways of Ukraine, the State Hydrographic Service of Ukraine acquired FLIRT Cetus unmanned aerial vehicles (UAVs) of the aircraft type. However, in the absence of an appropriate regulatory framework for determining the performance of drones and the economic cost of the data obtained from remote sensing of the Earth, execution of works with these UAVs is under threat.

NAVTEX: the Present, a Look into the Future and Development Prospects

Since the establishment of ship radio communication, the process of its improvement has been ongoing: newer, modernized means and systems are being constantly introduced and optimized. The State Hydrographic Service of Ukraine pays considerable attention to the complex modernization of its NAVTEX stations. Although they have been functioning efficiently, so far meeting the demands of the maritime community, in general the system is quite slow. Therefore, the question of the system development and its replacement with a newer one, which would operate at a universal frequency of 500 kHz, is becoming urgent today.

Directional Sector Lights as Marine Aids to Navigation in Port Approaches and Inner Channels

In this article, Head of Aids to Navigation and Lighthouse Division of Odesa Branch of State Hydrographic Service of Ukraine speaks about the practical use of sector lights for marking the channels and fairways. The author focuses on the fact that the SHSU’s Odesa Branch has been installing modern directional sector lights based on light-emitting diodes in its zone of responsibility since 2011.

Measuring Electrical Laboratory as a Step up to Enhancing Navigational and Hydrographic Support of Shipping

To detect malfunctions in industrial electrical equipment and check electrical installations for compliance with the standards and rules of their operation, the Dnipro Branch of the State Hydrographic Service of Ukraine recently established its own measuring electrical laboratory. The primary task of the laboratory is to ensure reliable and safe operation of optical devices as part of AtoNs and beacons.

Experienced electrical engineers and construction electricians of the newly established laboratory can perform electrical works up to 1000 V of varying degrees of difficulty both within the laboratory itself and on self-propelled craft. Vortex Fields of the North-Western Shelf of the Black Sea and Other World Ocean Areas

The Journal of State Hydrographic Service of Ukraine continues to inform its readers about the research on coastal and port areas of the Black Sea conducted by the SHSU Odesa District’s Oceanographic Department.

The article deals with the general patterns of small-scale circulation and its regional variations characteristic of the north-western shelf of the Black Sea. It also explores how these patterns differ from those of vortex formations in the Arabian and Barents seas and the Río de la Plata gulf in the South Atlantic Ocean. To visualize the research, AQWA, Landsat-8 and Sentinel-2 satellite images are provided. The information will be of use for all mariners and navigators choosing a safer navigation route on the north-western shelf of the Black Sea.

Hydrometeorological Information and Storm Warnings: On Processing and Transmission Using NAVTEX System

The State Hydrographic Service of Ukraine, as a national coordinator of navigational warnings in Ukraine and a NAVTEX service coordinator, is responsible for collecting, processing and transmitting information on the navigational and hydrometeorological conditions and navigational regime in the Black Sea and the Sea of Azov to mariners, navigators and interested organizations.

The SHSU Navigational and Hydrographic Information Center dispatcher elaborates on the nature and purpose of this information, including how it is received and processed, its broadcast frequency, the services authorized to transmit it and the differences between the information transmitted by the Hydrometeorological Center for Black Sea and Sea of Azov and the Ukrainian Hydrometeorological Center subordinated to the State Emergency Service of Ukraine.

Comparative Analysis of Software for Building Digital Sea Floor Relief Models

In his article, First Category Cartographer of Ukrmorcatrographia Taras Pron compares the Hypack software package used by the SHSU for many years with the ArcGIS, Surfer and Global Mapper specialized software, while also attempting to determine their capabilities for the purposes of modern cartography.

The article describes the process of developing, building and forming a 3D color relief image of the Zmiinyi Island and adjacent water area, using cartographic sources and hydrographic survey data.

The author speaks of the pros and cons related to these software products, reveals how many steps it took to create the 3D image of the Zmiinyi Island and explains the reason behind the popularity of 3D visualization in nautical cartography.

SHSU Continues Repair of Specialized Vessels

In order to provide efficient navigational and hydrographic support in the Kyivske, Kanivske, Kremenchutske, Kamianske and Dniprovske reservoirs, the specialists of the SHSU Dnipro District are making an extensive effort to maintain the existing specialized fleet and ensure adequate conditions for the repair of craft.

As of now, the Shliakhovyi-151 and Shliakhovyi-152 vessels, as well as the Maiak buoy tender, have already been repaired and are soon to be used for the installation and maintenance of aids to navigation. Another eight vessels are expected to undergo a major repair by the end of 2019, which is covered in the article in more detail. The text is supplemented with photographs of the vessels in question.

Next Generation of Light-Optical Devices on Floating AtoNs

The SHSU, as a member of the International Association of Marine Aids to Navigation and Lighthouse Authorities (IALA), is responsible for equipping marine and river buoys with modern light-optical devices to decrease energy consumption and improve the functionality of floating AtoNs following IALA recommendations.

Thus, in summer 2018, SHSU employees equipped the 12th elbow buoy of the Buzko-Dniprovsko-Lymanskyi Channel with a LED lantern (iPSL) which has in-built solar panels and battery backup power supply. This article describes the main technical characteristics and operation of this lantern throughout the year. It also provides information on the equipment of channels with modern light-optical devices and future plans of the State Hydrographic Service of Ukraine in this field of activity.

A Saving “Sun”

For hundreds of years lighthouses have served as significant navigational landmarks for mariners approaching and entering the port. The images of lighthouses were minted on coins in IV III century B.C. As a result, the significance of lighthouses in maritime safety is hard to underestimate.

The improvement of lighthouses, mainly in respect to their light-optical equipment, started with the development of science and technology and emergence of new information technologies. Electricity was introduced into lighthouses instead of animal fat, wood, coal, kerosene etc. Finally lighthouses were switched to alternative energy power sources. This article discusses the introduction of innovative technology, particularly the equipment of Obуtichnyi, Byriuchyi, Mariupolskyi Rear, Mariupolskyi Middle and Berdianskyi Nyzhnii lighthouses and light navigational marks with solar panels in the responsibility area of the Mariupol District of the SHSU Mykolaiv Branch.

Optimizing Production with a New Solution from HP

To develop and publish nautical charts, inland waterway charts and nautical publications, employees of Ukrmorcartographia need to be highly trained and continuously improve their knowledge and skills with regard to new printing methods based on modern technologies. Hydrographic Surveys of Inland Waterways: Year in Review

To ensure navigational safety in the reservoirs of the Dnipro River, a special hydrographic team was formed within the Dnipro Branch of the SHSU, which during 2018 has been conducting integrated hydrographic surveys along the channels of the Kyivske, Kremenchutske, Kamianske, and Dniprovske reservoirs, as well as the channels of the Prypiat and Dnipro rivers.

As a member of the hydrographic team, the author speaks about its achievements, shares details on what under- and above-water obstructions have been detected, and reveals how many line kilometers have been surveyed and survey sheets produced as a result. Providing Transport Sector with ENCs According to Up-to-Date Standards

An electronic nautical chart (ENC) is an organized dataset formed according to cartographic generalization rules in an appropriate coordinate or elevation system; in other words, it’s an encoded description of geographic reality. To ensure ENC data are processed effectively, its geographic coverage is divided into cells, each contained in a separate file.

The State Hydrographic Service of Ukraine is currently developing an ENC cell system in 6 scale bands, based on the data collected by SHSU specialists from 2012 to 2018. In his article, head of the SHSU Hydrographic Department speaks about the cells in more detail, describes the difficulties that accompany the transition to the cell system, and reveals when ENC cells for the Ukrainian zone of responsibility are expected to be completed.

Modernization of Navtex Equipment in Ukraine Continues

The SHSU, as a national Navtex coordinator, is responsible for gathering, processing and distributing information about changes in navigational and hydrometeorological conditions and navigation regimes in the Black Sea and the Sea of Azov. To improve the operational reliability of Navtex coastal radio stations, the SHSU has conducted their modernization in Odesa and Berdiansk, replacing the obsolete BRIG-2 transmitters with modern ANIT-1000 radio stations.

In his article, deputy head of the Navigational and Hydrographic Information Center speaks about the problems encountered by SHSU specialists when using the new transmitters and why Ukraine had to establish a Navtex monitoring server in Mariupol. Navigation Safety in the South of Ukraine Secured

Inland waterways have always played an important role in cargo transportation as a cost-effective and efficient alternative to highways and rail transport. However, they require proper navigational and hydrographic support. To solve these problems in the south of Ukraine the Lower Dnipro AtoN Group was established within the Kherson District of the Mykolaiv Branch of the State Hydrographic Service of Ukraine.

This article reports about the group’s achievements and describes the difficulties encountered in organizing work on the Kakhovske Reservoir.

Navigation of Hydrographic Vessels and AtoN Usage on the Danube River

Navigational and hydrographic support in the Ukrainian section of the Danube River has its own navigational specifics and differs significantly from navigation on the sea – river conditions change rapidly, channels in most cases have an extremely small width and variable currents. It’s also important to remember about the close proximity of the Ukrainian–Romanian border.

In order to ensure safe navigation on the Danube River it is necessary to have special skills, appropriate training, be fully aware of the navigational situation and perform operations on a special vessel designed for navigation in extremely adverse hydrometeorological conditions. This article aims to explore these and other related issues in more detail.

Anomalous Circulation Processes in Waters of North-Western Shelf of Black Sea

The article shows that the water mass movement in the coastal areas of the north-western shelf of the Black Sea changes constantly throughout the year. The author’s conclusions are based on the research conducted by the Oceanographic Department of the STSU Odesa region in 2017.

Major attention was given to variation patterns in the cold and warm periods of the year in shallow areas, as well as to such contributing factors as the wind character, atmospheric pressure and hydraulic pressure. To illustrate the circulation processes, the article features tables and images made using Landsat-7 and Sentinel-2 satellites.

The Advantages of Using Interferometer Systems for Two-Dimensional Bottom Surveys in Shallow Water

What is an interferometer system, how does it operate and what is the main difference between an interferometer system and a multibeam echosounder? More on this and other topics in the article by Taras Pron.

Implementation of AIS as AtoN in the Zone of Responsibility of Ukraine

Automatic Identification System (AIS) is a part of e-navigation concept. In accordance with IALA Recommendation A-126, the International Hydrographic Organization recommends light services to use AIS as an aid to navigation (AtoN) in order to enhance shipping safety and effectiveness.

The State Hydrographic Service of Ukraine, following the IALA recommendations, has installed and adjusted two AIS transmitters of AtoN first type from the beginning of 2018. The SHSU is going to install a transmitter-responder of the third type with the use of a meteorological station. Information Support of Navigation as an Integral Part of Safety on Inland Waterways of Ukraine

Renewal of merchant shipping on the inland waterways of Ukraine requires the corresponding provision of navigational and hydrographic information to navigators and shipowners.

With this purpose in mind, the State Hydrographic Service of Ukraine has organized an around-the-clock river dispatcher service as a part of the Center of Navigational and Hydrographic Information. This service is tasked with collection and analysis of navigational information on Prypiat, Dnipro and Pivdennyi Buh rivers as well as its promulgation to navigators. The nuances of this service operation are told about by the above-mentioned service dispatcher.

Safe Navigation of Vessels on the Sea

The author of the article on specific examples demonstrates the role of participation of employees of the Centre of Navigation and Hydrographic Information (CNHI) of the State Hydrographic Service of Ukraine in international specialized scientific and practical conferences devoted to the development of navigation, radio communication, search and rescue at sea etc.

The author argues reasonably that the exchange of experience at the international level contributes to improvement of the CNHI work, introduction of new technologies into practice, creation of reliable means of navigational information and methods of its transfer to mariners. "Captain Cheremnykh" Took Over a Standing Watch

The above heading is not accidental: The hydrographic survey vessel "Captain Cheremnykh" left the shipbuilding yard more than a year ago. All this time it was modernized, equipped with modern navigational instruments, retrofitted with systems and mechanisms, as well as ... tested. Only when the commission came to the conclusion that the vessel is ready for navigation – the authorities of the State Hydrographic Service of Ukraine gave permission for its commissioning.

Ivan Cheremnykh, after whom it was named, was present and accompanied the vessel to the place of its permanent work.

Peculiarities of Bottom Profilographs Operation

The article authors share the experience of use of the devices mentioned in the header. Thus, bottom profilographs are used to detect silted submerged objects, mineral exploration and environmental monitoring as well as for study and classification of the bottom sediments composition, so what is their difference from echo sounders? What are the principles of their operation? What had to be done by the specialists of the Odesa Branch of the State Hydrographic Service of Ukraine to improve profilographs and ensure high reliability of their operation, and much more is clearly explained in this article.

A Reliable Yachtsman’s Guide

At the end of 2017, the State Hydrographic Service of Ukraine issued the album of nautical charts Odesa to Bosporus Strait. This is the second edition, which features more comprehensive, up-to-date and detailed information for yachtsmen on navigation routes in the area, location of convenient anchorages and harbors, yacht clubs, landmarks and many other topics.

Oceanographic Investigations in the Service of Navigation Safety

The article acquaints readers with the first results of oceanographic investigations and supervision being fulfilled by the newly created oceanographic department of the Odesa Branch of the State Hydrographic Service of Ukraine.

During the investigations, particular attention was given to the portside areas of the body of water  (divided into meso- and micropolygons) which are important in relation to navigation. The subject of the investigations is a study of thermohaline and dynamic state of the marine environment, waters circular regime, influence of oceanographic conditions on navigation in the coastal and open marine areas of the zone of responsibility of the Odesa Branch of the State Hydrographic Service of Ukraine.

Cartographic Support of River Navigation: New Trends

It is difficult to overestimate the most extensive works conducted for the years of Ukrainian independence by the State Hydrographic Service of Ukraine for charting inland waterways. The essence of these works was complex hydrographic investigation of the Dnipro River from the border of Ukraine with Belarus to its mouth and creation of the river navigational charts according to the investigation results. It was Soviet period when the works of such extension were conducted last time; they were lasting for decades. It took only 6 years for the State Hydrographic Service of Ukraine to solve these problems (from 2006 till 2012), although the scope of the bottom contour surveys was huge (over 25,000 line kilometers).
