The 20th Anniversary of the State Hydrographic Service of Ukraine: It’s Just the Beginning

The history of the only specialized Ukrainian authority, whose main task is navigational and hydrographic support of shipping on the seas and inland waterways of Ukraine, began back in the year 2000. The main stages of formation and important achievements for the 20-year period of the authority’s activity are set out in the subject matter, prepared by the editorial board of the Journal of the State Hydrographic Service of Ukraine.

International Cooperation to Strengthen the Position of Ukraine as a Maritime State

Fulfillment of the SHSU’s international obligations related to the safety of navigation within the zone of responsibility of Ukraine in the Black Sea and the Sea of Azov and along the inland waterways is impossible without close cooperation with the foreign national hydrographic services and lighthouse authorities, educational and research institutions in the field of oceanographic sciences.

In this article, Head of European Integration Working Group of International Relations Division speaks about results of such cooperation in 2019 and announces the upcoming international events that could positively affect the image of Ukraine as a maritime state.

PRIMAR Advisory Committee: Advocacy for Electronic Nautical Chart Users

It was on this issue that the attention of the 26th meeting of the PRIMAR Advisory Committee, which took place in October 2019, was focused on. Its participants – directors of IHO, PRIMAR RENC, the Norwegian Hydrographic Service and the representative of Ukraine, the Head of the SHSU Branch “Ukrmorcartographia” – discussed S-100 standard realization, step-by-step implementation of the new version of S-52 standard, and evaluated the new Periodic Object Query Service.

Trans Expo Odesa 2019 Expands the Horizons

The traditional annual International Black Sea Transport Forum was held this time in two maritime cities of Ukraine. The harbour station of the Odesa Port welcomed participants and visitors on September 18-20, where four specialized exhibitions and an international conference "Development of Ukrainian Transport System: Challenges and Prospects" were held within the forum. The forum ended at the shipbuilding and repair yard NIBULON in Mykolaiv.

Practical UAV Conference

The very name of the conference reveals its goal – exchanging practical experience and the secrets of quality aerial photography between manufacturers, designers and direct UAV users. On the example of the comparative analysis of the technical characteristics of different unmanned aircraft, the participants familiarized the attendants with possibilities of UAV use in different areas of the economy.

Scientific institutions of Ukraine, which took part in the conference, and the motives of the State Hydrographic Service of Ukraine participation are outlined in this article.

Status of a Maritime State Reaffirmed

In June 2018 the International Maritime Organization (IMO) conducted an audit of the Ukrainian maritime sector. The purpose of the audit was to verify Ukraine’s compliance with international and conventional obligations regarding navigation safety and protection of marine environment, as well as to implement the IMO mandatory instruments into the national legislation.

The article describes the activities performed by the Ministry of Infrastructure of Ukraine and the State Hydrographic Service of Ukraine in the course of preparation for the IMO audit.

Implementing European Safety Standards for Inland Navigation

The development of inland water transport in Ukraine is impossible without the compliance of national legislation with EU norms and standards. Thus the State Hydrographic Service of Ukraine cooperates actively with European countries on the above matter. An example of such cooperation was the 53rd session of the Working Party on the Standardization of Technical and Safety Requirements in Inland Water Transport held from June 27 to 29, 2018 in Geneva.

In the course of the session the delegates approved the amendments to the Blue Book, edition 3, which were proposed by SHSU experts and discussed the differences between current editions of Inland ECDIS standards 2.0, 2.1, 2.3 and the upcoming edition 2.4. Enhancement of International Cooperation in the Field of Navigation Safety

Each year the maritime passengers and cargo traffic flow is increasing, which, accordingly, requires strengthening of navigation safety measures on the international level. The 20th meeting of the Mediterranean and Black Seas Hydrographic Commission (MBSHC), functioning within the framework of the International Hydrographic Organization, in which the representatives of the State Hydrographic Service of Ukraine took an active part, was dedicated to the solution of these problems.

The article tells about the issues discussed at the Commission meeting, the participation of Ukrainian delegation in this forum, the achievements of Ukraine in the field of chart production, the significant discrepancies between Ukraine and Russia in the matters relating to the annexation of the Crimea, and many other issues.

Unity and Partnership as Foundation for Development of Ukrainian Transport System

The annual International Black Sea Transport Forum that took place in September, 2017 in Odesa was attended by a record number of participants, which signifies the importance of the issues discussed.

Among the various topics raised at the forum were the reforming and further development of the Ukrainian maritime and navigation sector, operation of transcaspian Europe–Asia routes and integration of Ukrainian inland waterways into the TEN-T networks of the European Union.

This and the 14th International Exhibition “Odesa 2017”, which was held as part of the Black Sea Forum and hosted representatives of the State Hydrographic Service of Ukraine, are the focus of this article.

With the Purpose of the Navigational Safety Support

Ukraine as a maritime state is represented by the State Hydrographic Service of Ukraine in international maritime and hydrographic organizations (IMO, IHO). The SHSU representatives take active part in different international meetings, workshops, commissions related to navigational and hydrographic support.

In March 2017 London hosted the fourth session of the IMO Sub-Committee on Navigation, Communications and Search and Rescue at which questions related to Ukraine were regarded.

The article refers to the position of Ukraine in defending its state interests in the field of navigational safety on the international level.

Implementation of the International Experience into Practical Chart Production

No field can develop without an exchange of experience, and chart production is not an exception.

The article refers to the importance of continuous cooperation of the IHO member states in this field, special importance of international industrial exhibitions which promote development of national specialized enterprises.

These and other questions were regarded at the 1st Session of the IHO Assembly (April 2017) in the work of which representatives of the State Hydrographic Service of Ukraine took part.

European Inland Waterways Navigation: Development of International Cooperation

What should be done by Ukraine in the direction of integration into the European system of inland waterways, raising its international prestige and image in this sector, deeper cooperation with the inland services of the EU member states is the main subject of this article.

The Issues of Transport Industry Take Centre Stage

On October 21-23, 2014 Odesa hosted the International Black Sea Transport Forum, which comprised the 16th International Exhibition 'TransUkraine 2014', specialised exhibitions 'TransRail Ukraine 2014', 'Commercial and Municipal Transport 2014' and the International Conference on Transport and Logistics. Among the forum members was the State Hydrographic Service of Ukraine Branch 'Ukrmorcartographia'.

Each of the events mentioned above had its interest and pursued its own goal. What is most important, however, is that, according to the majority of the members, the International Black Sea Transport Forum became one of the most crucial events in transport industry for presenting modern freight transport technologies and demonstrating freight transit capabilities in Ukraine both for domestic and foreign investors. Currently it is the most significant international forum that allows its members to share their experience and cutting edge technological developments in marine and transport industry.
